Arbowet & PrediqtSafe
Last updated:
This page explains how PrediqtSafe is built around the Dutch Working Conditions Act (Arbowet) and the Working Conditions Decree (Arbobesluit). It describes which statutory obligations the platform supports and which responsibilities remain with the employer. PrediqtSafe is not legal advice and does not replace a Risk Inventory & Evaluation (RI&E).
- PrediqtSafe supports registration and information obligations from Articles 3, 8 and 9 of the Arbowet.
- Incident and near-miss registration is stored with a full audit trail (Article 9(2)).
- The platform does not replace your RI&E or occupational-health service — it is a digital tool within your existing OSH structure.
- Compliance remains your responsibility as the employer. PrediqtSafe makes the work visible, not automatically compliant.
1. What the Arbowet regulates
The Working Conditions Act (Arbowet) is the Dutch framework law for safe and healthy work. It imposes obligations on employers, employees and self-employed workers — from drafting a Risk Inventory & Evaluation (Article 5) through to reporting serious workplace accidents to the Dutch Labour Inspectorate (Article 9(1)).
The Arbobesluit (Working Conditions Decree) and Arboregeling further specify the act with concrete rules per sector (construction, chemistry, healthcare) and per topic (noise, exposure, fall hazards, PPE).
2. What PrediqtSafe supports
PrediqtSafe is designed to make several concrete Arbowet obligations practically workable on the construction site. Below, per article, is what the platform supports — and what remains with the employer.
- Article 3 — general duty of care: workflows, task follow-up and escalation support systematic compliance with the duty of care.
- Article 8 — information & instruction: work instructions and permits are stored centrally and demonstrably shared with workers.
- Article 9(1) — reporting serious accidents: incident registration with automatic timestamp and audit trail simplifies the Labour Inspectorate notification (you submit the notification manually within 24 hours).
- Article 9(2) — registration obligation: all accidents resulting in absence longer than three working days are recorded in a searchable register.
- Article 11 — employee rights & duties: a reporting app for the work floor, with status feedback per report so workers see what happens to their observation.
3. RI&E — what we do and don't do
A Risk Inventory & Evaluation (RI&E, Article 5 of the Arbowet) is a mandatory document drafted by the employer — preferably with a certified occupational-health service or core expert. PrediqtSafe does not produce a RI&E. We do collect the signals on which a RI&E is later updated: incidents, observations, exposure events and task-level risk scores.
For companies with more than 25 employees, RI&E review by an occupational-health service is mandatory. PrediqtSafe integrates with the RI&E by delivering what the law calls 'periodic evaluation': measurable data from practice.
4. Limits of the platform
PrediqtSafe is a digital tool. The platform does not guarantee automatic compliance — that remains a human decision. Concretely:
- The AI assistant gives suggestions, but must never take safety decisions on its own (see also the EU AI Act, high-risk category).
- Employers remain responsible for timely reporting of serious accidents to the Dutch Labour Inspectorate.
- Company emergency response (BHV, Article 15) and prevention officer (Article 13) are roles within your own organisation — not a software feature.
- Review of the RI&E by a certified occupational-health service (Article 14) is outside the platform. We deliver data, not the review.
5. Demonstrability & inspection
During an investigation by the Dutch Labour Inspectorate or an internal audit, employers must demonstrate that they take their OSH obligations seriously. PrediqtSafe supports this with an immutable audit trail per report, task and compliance check.
Concretely we store timestamp, user, location, photo evidence and all status changes. Audit data is retained for 7 years, in line with Dutch tax and OSH retention requirements. Deletion only takes place under a GDPR right (see privacy policy).

6. Not legal advice
The information on this page is an explanation of the platform's design, not legal advice. For advice on applying the Arbowet to your specific situation, consult an OSH expert, a certified occupational-health service or a specialised lawyer.
